Senior Manager/ Manager, Preparedness Planning, Joint Operations Division - 1 -year Contract

As an MOM officer, you will get to work in a range of exciting areas to help the Ministry attain its goals, including manpower policy, industrial relations, workplace safety and foreign employment regulation.

In this role, you will join the Preparedness Planning team in Joint Operations Division which is responsible for developing the Ministry’s preparedness plans for various contingency situations. You will be responsible for developing plans that affect the workforce and workplace preparedness of Singapore. The scope of the work will cover MOM’s departments, as well as MOM’s statutory boards. You will also be responsible for ensuring MOM’s internal business continuity, and be involved in incident management for MOM when necessary.


  • Identify key risks facing MOM and our contingency plans and command and control structure and systems in managing crisis
  • Work with departments to facilitate the formulation of Business Continuity Plan (BCP) to address new threats
  • Conduct regular Table Top Exercise (TTX) /Ground Deployment Exercise (GDX) to test MOM readiness
  • Work with other Ministries for cross-Ministry crisis
  • Acting as a point of contact for Homefront agencies to assist/resolve any issues pertaining to emergency preparedness.
  • Maintain systems related to National Emergency
  • Develop and review plans on MOM’s role and response in National Emergency situations
  • Develop and implement initiatives to enhance business and workers understanding and readiness to tackle terror threats


  • Possess tertiary qualifications in any discipline
  • Experience in Operational Enforcement work, emergency preparedness work would be a bonus.
  • Positive individual with ability to build good relationships with respective enforcement divisions,
  • Ability to think of possible scenarios which are practical and realistic
  • Ability to be resilient under pressure especially in times of crises.
